Periodic Inspection Report
This is an electrical survey that includes visual inspection and testing. It looks for evidence of overloaded circuits, potential hazards in the installation, defective DIY work and highlights any lack of earthing or bonding. The report will assess the overall condition of the installation and point out identified defects.
The IEE recommend that the maximum period between Periodic Inspection Reports is:
- Domestic 10 years.
- Commercial 5 years.
- Places of Public Entertainment 1 year.
Visual Service Check And Report
This is similar to the Periodic Inspection Report but excludes testing. This is suitable to satisfy the HIP property information questionnaire and on a change of tenant in a rented property.
Portable Appliance Testing
A visual inspection and test are undertaken and the results are recorded. Frequency of test should relate to the condition of the appliance, its environment and manner of use.
Emergency Lighting
BS5266 requires the following test and inspection regime.
Monthly illuminate each emergency light for a short period.
6 monthly illuminate each emergency light for a period of 1 hour.
3 yearly illuminate each emergency light for the full period, usually 3 hours.
These tests should be recorded in a Log Book.
Fire Detection And Alarm
BS5839 requires the following test and inspection regime.
Weekly operation of test button by user.
6 monthly test, clean and service devices
Annually check battery backup.
These tests should be recorded in a Log Book.
The Law
Lettings all portable and fixed wired electrical appliances must be tested by a competent person and conform to the Electrical Equipment (Safety) Regulations 1994, mandatory for rented properties since 1997. The Landlord & Tenant Act 1985 requires that the electrical installation is safe when the tenancy begins and that it is maintained in a safe condition throughout the tenancy.
Work Place there is a statutory duty of care under the Electricity at Work Regulations 1989 for all electrical installations in work places to be maintained, so as to be safe and to prevent danger. It is likely that in the event of an accident the authorities will look to BS7671:2008 IEE Wiring Regulations as the benchmark for standards.
Home Sale / Purchase as from the 6 th April 2009 the Home Information Pack contains a property information questionnaire. Question 12 is when was the wiring in your property last checked'. A Periodic Inspection Report or a Visual Service Check & Report would assist the process.
